The problem is that transmission effects of the vaccines are still poorly understood, and whilst there is likely some, there probably isn't enough. Also of note, it isn't the teachers and restaurant workers that spread it in those settings, but the children and diners respectively. All that vaccinating "key workers" achieves is ensuring that if they do get it (having not had it already) they're more likely to shrug it off without noticing - just put keep putting it into the arms of the people identified by the JCVI (anyone 50+ or CEV)
