For journeys between the station groups referred to, yes, but perhaps they are supposed to bar all mapped routes (i.e. for any journey) between e.g. Carlisle and Preston which go via Hellifield Group.
Perhaps Indigo2 can offer some insight into how they are applied in the electronic version (from which these fairly incomprehensible easements seem to be lifted).

Allerton is the former name of the main line platforms of what we know today as Liverpool South Parkway.

I've attached a file with the changes from the last easement list to this one. They've removed a lot of typos, and added a few new ones (I don't think I'll buy a ticket to Airless any time soon, even if I can use it to go to Glasgow).
I'm most intrigued by easement 700363:
Customers travelling from Spital to Warrington Central or Warrington Bank Quay in possession of tickets routed "Any Permitted" may not travel via Liverpool Lime Street. This easement applies in both directions.
Leaving aside the fact that this is the shortest rail route to Warrington Central, I wonder why they would want to restrict this particular ticket. Has someone upset a member of Merseyrail staff?
The "Any Permitted" Anytime Day Return from Spital to Warrington Stations is a regulated fare, according to this list (see this page for more details). This means Arriva aren't allowed to increase the price by much, and can only change the route on the ticket if they really want to.a more expensive "via Liverpool" ticket exists...
The "any permitted" looks like it is supposed to be for travel via Helsby, but why they don't just change the ticket route instead of all this route guide nonsense....?!
