Hi folks.
Great news -- I contacted one of my father's old work colleagues, and he pretty much told me everything about it.
Apparently, the plaque was carried on loco number
37191, which was named “
International Youth Year 1985” in February of that year. He mentioned that it was named, no less, by princess Anne and Sean Connery at Queen Street Station (Glasgow), with a piper present too!
Here’s an interesting anecdote about the naming-day that the chap told me. The loco was supposed to be on a charge, to ensure it would start in the morning. However, someone forgot to switch the charger on! (So, the loco was flat.) The result was that the gleaming loco -- which had been completely repainted and spruced-up generally -- had to be hauled down to Queen Street to meet the VIPs by a dirty old smoky loco!
My Own Research
Since getting that info from one of my dad's collegaues, I’ve done some Googling around, and have found lots of information regarding the loco (
37191), the exact name (“
International Youth Year 1985”), and indeed have been able to verify that the small circular plaque was at one time mounted above the name plate of the loco.
Here is what I have found:

General Internet Pictures:
https://www.railscot.co.uk/img/60/493/ (The photo is sub-titled: “37191, newly named
International Youth Year 1985, waits at Mallaig after arrival from Glasgow Queen Street/Fort William”. On this one, you can just about see the little red circular logo above the name-plate.)

The image is titled “Recently re-painted 37191 rounds King Edward Bridge Jn on 010685 with 1E28 08:10 Glasgow QS - Scarborough”. If you look closely, there is the little red plaque.)

General Text Information/Paragraphs: (Some really nice info in these links.)
http://www.scot-rail.co.uk/page/ethels (Do a "ctrl+f" search for "37191". A short paragraph gives some nice info. It states: “In 1985 to commemorate International Youth Year, 37191 was named just that, at a ceremony at Glasgow Queen Street in February. With ETHEL 1 and a DBSO push-pull set in tow, the newly named loco set off for a tour to Perth, Dundee and Edinburgh.)
https://railuk.info/diesel/getloco.php?itemx= 37191 (Some information about the 37191 loco. It seems it was built in 21/01/1964, had a works number of E3369/8412, and was both named
and then unnamed “
International Youth Year 1985” in the same year! The page also notes that the loco has been withdrawn from service.)
https://www.rmweb.co.uk/community/index.php?/topic/98755-favorite-class-37-hauled-train/ (Do a "ctrl+f" search for "37191". A short message confirms that it once ran from Glasgow Queen Street to Scarborough.)

International Youth Year 1985” name for less than 12 months.
https://www.railforums.co.uk/threads/scottish-class-37s.129229/ (Do a "ctrl+f" search for "37191". Takes you to some information about all Class 37 locos that ran from Eastfield [in Glasgow, Scotland], including 37191.)
https://www.ellybellypublications.co.uk/p/87946drn/13917851202/br-midland-lms-scotland-dumbarton (Features a nice little paragraph about the history of Class 37 locos generally. It notes that the Class 37 was built at the Vulcan Foundry, Newton-le-Willows, in a Co-Co configuration.)

All the best!
