The statement that ‘the risk gets even lower if everyone wears a face covering’ is purely a hypothesis. It cannot be demonstrated to be true.
If someone touches a contaminated surface and then puts on a face covering without first washing / sanitising their hands, they could put a viral load directly on the mask, and be breathing in the contaminant for the remainder of the journey.
