Hmmm did they mention the paperwork associated paperwork - nope - because there's usually none as a Special. Being a Special is not particularly similar to being a police officer. While you may turn up to incients police officers are at, that is where the similarities end. You certainly wouldn't do most of the work that officers would do at incidents (a very small minority do some). PCSO's probably have more experience of what Police Officers actually do rather than Specials.
Not the case with the Specials where I worked. They just went out to drunken kids one night a week and were roped in to police local sporting events/community stuff at weekends. Seemed more about getting officers for free than anything meaningful for those that volunteered. They were quite frustrated on the whole because they wanted to get more involved (particularly with response) but that was how their section was run and they didn't get a choice in it. On the other hand, the PCSO's would often end up also attending at alot of incidents (mainly due to their proximity) and were given alot of the low level crime to attend, though in the usual world of stupidity the force decided that they couldn't be trusted to put a crime report in so an officer would still end up having to attend anyway.
Rather late to seeing this, so sorry for dragging this back up, but your view is skewed by how your old Force utilised Specials. There are MASSIVE differences between Forces in how Specials are utilised. Some Forces use (or abuse) Specials in the way you describe, but others (the majority nowadays) actually make the most of what they've got.
I was a Special with BTP. Many of us SPCs would deal with our own jobs from start to finish where possible. I personally helped prepare files for the Coroner more than once for the fatalities I attended. We'd always be working with the shift guys on response, that is unless we volunteered to do a shift with the OSU on Football days. We had Specials who put in the time and effort to get Independent Patrol Status and driving tickets who'd go out and patrol by themselves... We were largely just treated like any other Police Officer. In BTP Specials don't even have SC on their epaulettes, they're visibly undistinguishable from the PCs.
