This simulator is a completely new product. As stated already, there is no backwards compatibility, which means that developing for this new platform requires a completely new approach. The SDK will be available for third party developers after release (time of release subject to change).
Plus, with the Open Beta for those who purchase Train Simulator 2017 Deluxe, a lot of changes driven by the community may turn TSW into something revolutionary.
Unlike N3V which has T:ANE stuck with it's backwards compatibility, with the dumbest upgrade trick I've ever seen: change the trainz-build attribute on the configuration file et voilá! Upgraded content!!!
