Guildford comes to mind. Non-passengers are entitled to get a gate pass and cross the bridge, but may not use the tunnel or go down to the platforms.

When there is an RPI block at York, people can get a yellow coupon to walk across the bridge. It isn't a public ROW so I guess this is more a commonsense thing

Are there many stations that have a right of way across them?

Nottingham does.

Sheffield doesn't have a right-of-way in law, but the local council has resisted all attempts from EMT to install barriers, as it is a well-used thoroughfare for those living in the areas behind the station. As there are no other bridges across the track, it would be a very long way round for those residents.
