Rugeley Trent Valley, a move I thought would give me the points. Stupid Walsall line.
Temporary disruptions, such as landslips or flooding, should be ignored unless the disruption period exceeds one month.
In the event of long-term engineering works, these should be ignored unless they span a timetable period and are noted in the National Rail Timetable. Station closures less than a month long should also be ignored.
So Dawlish Warren is a valid terminus station.

I'm glad to be off the Walsall line. Now we can see if the Birmingham Loop also hates me.
Regarding Dawlish Sea Wall:-
Network Rail have quoted that the Sea Wall will take 6-8 weeks in order to repair, so according to the rules, I think we can safely assume that the line between Dawlish Warren and Teignmouth are off limits, with those two stations being terminus stations in either direction until further notice
