To give a slightly different case, would Hadfield or Bere Alston be permitted as starting stations, since both stations have through service, albeit through reversal?

I asked a similar question of Lowestoft and was told it wasn't valid as trains terminated there, so, on that basis, I would say that Hadfield could be invalid as it could be argued that trains 'terminate' there.

Yes, but no service call at say Oulton broad south, Lowestoft, Oulton Broad north, They call at Oulton Broad south Or Oulton Broad North then Lowestoft where they terminate, which is also the case at Hadfield so that too is invalid whereas at Bere Alston it's Bere Ferrers, Bere Alston, Calstock and so it is valid.
