I'll attempt to make my clue 1s slightly less obscure. Please do give pointers.
Rather than finishing with something obvious, may I suggest the option of allowing only a couple of options. I would say Cleethorpes was not entirely obvious, but from the five clues I suspect it was the unique solution to the problem.

That is certainly the idea. If you finish with only one option, tough. If you finish with a very limited sample (e.g. four), good. Once you reach double figures we're getting into dodgy territory, and 20 is too much.
