That's true, and normally you cannot guess the answer from Clue 1 except by a huge stroke of luck.
But what normally happens, as subsequent clues are revealed, is that referring back to Clue 1 helps narrow down the search. This Clue 1 will not help with that. In fact the US President might put this in the category of Fake Clues.
