The pair of through lines (which the bay isn't!) are the goods lines. I'd guess that they were originally provided in connection with the 'loop' line to Diggle.
There's often an eastbound binliner "out of the way" in the goods loop with a 66 ticking away.

It's a pity the bus station in Stalybridge isn't adjacent to the railway station, so maybe even extend the trams down Market Street into the bus station!
