I wouldn't be so pessimistic about the removal of Southern services. A factor that will play into a reintroduction is SWR's December 2022 timetable change. The consultation showed that their Guildford services via Epsom were being reduced to hourly off-peak "in order to reduce congestion [...] as these stations are also served by Southern services."
I'm sure this will cause dissatisfaction among passengers along that line, so some compensation might be arranged between Southern and SWR to minimise disruption.
It's quite common for rail consultations to be poorly coordinated, such that they rely on a factor which later changes.I wouldn't be so pessimistic about the removal of Southern services. This could be referring to Epsom, Ashtead and Leatherhead and not the through link via Bookham to Guildford. The consultation showed that their Guildford services via Epsom were being reduced to hourly off-peak "in order to reduce congestion [...] as these stations are also served by Southern services."
It probably was seen as Southern only ran one or two services in each direction to Guildford. This could be referring to Epsom, Ashtead and Leatherhead and not the through link via Bookham to Guildford.
