Enforcement....yes, but by the proper authorities who are traned correctly in the method of law enforement.
Unfortunately, the recent public sector cuts have led to less of the Police, with the authority in law, to be able to fulfil all these demands. Many Chief Constables have spoken either in print or on the media of what the budgetry cuts actually mean in terms of front-line policing and of the reduced numbers of officers available to carry out such duties. They will just concentrate on certain types of crimes.....with less emphasis on lower-grade crime.
Remember, Police Community Support Officers and SIA accredited security staff do NOT have the full powers of a police officer.
Unfortunately, we, the travelling public have got about as much chance of seeing smoking stopped at rail stations or on trains as we have as seeing "morons" travelling without putting their feet on seats. It is not a case of expecting the law of the land to be enforced....it is the lack of officers to ensure adherrance is carried out.
Gone are the days when you could transport all such miscreants to the other side of the world.....more's the pity
