Obviously electricity is less likely to jump than people getting electrocuted by a third rail, but the latter is preventable: just don't walk on the lines, and if you have to, be careful.It isn’t the same - a walker crossing the tracks is far less likely to contact OLE. Obviously in an ideal world you would get rid of the foot crossings
Anyway, as I said earlier, if the third rail only came on when a train is on that section, it would be much safer, and probably cheaper than switching to OHE entirely.
