Ripon is a city with a cathedral and a population under 17,000. So to is Bangor, in Gwynedd.

Great Torrington in Devon is also a settlement in which almshouses were built.
With a bit of anxiety as to this entry's being more railway-ish than is acceptable -- Great Torrington's one-time railway station (or site thereof) is now a pub called the Puffing Billy. On the other side of Devon: Exton, between Exeter and Exmouth, has a pub of the same name (in an always-"civilian" building).

Exton is near the Military Commando Training Ground. Somewhere else that has a structure dedicated to the Commandos is Spean Bridge, Highlands of Scotland, but this is a monument to their bravery, rather than a practical training area.
