I think that livery dates from the late 1980s so my guess is you won't find it around today.

You are quite possibly already aware of this; but looking at the above photo, the rail type on which the wagon sits appears to be of military railway installation type and therefore suggests a location such as Long Marston, would that perhaps be a suitable place to commence your search?

A visit to the TOUAX website shows the former Tiphook coil carrier with the three section telescopic roof as still available for hire. There is no mention of the sliding canvas roof wagon which you are interested in. Given the French love of that sort of wagon I find that strange.The current owner of the former Tiphook assets is the French company TOUAX. I would start there.
Similar, but I would suggest this is to a UIC gauge as opposed to the Tiphook wagons being built for BR use.Looks like an Sfhimmns wagon to me.
