A bit further digging reveals table 10.05 which reveals that after a sharp drop from £310m in 17/18 to £183m in 18/19, franchise spending more than doubles in 19/20 to £417m, presumably the impact of the new sleeper franchise?
Actual infrastructure spending is harder to quantify given the new split of enhancements.
Total Infra and major projects spend in 17/18 was £462m in 17/18, rising to £619m in 18/19 as EGIP and SDA were delivered but drops to £569 in 19/20 with £207 allocated to major projects (the final bill for Shotts and Glasgow QS making up most of that?)
