A quick question........

Rule Book updates - Who is ultimately responsible for issuing new Rule Book Modules to staff?
The TOC they work for?

At my TOC it is the Drivers responsibility to ensure they are up to date.

With the app, it has made life a lot easier.

Rule Book updates - Who is ultimately responsible for issuing new Rule Book Modules to staff?
The TOC they work for?
Perhaps requires a little more detail to give an accurate answer for your individual situation, though the simple answer would be their employer; however where contractors or agency staff are involved this may end up being the transport organisation they are providing services on behalf of.

The rule book app is certainly preferable by all accounts, though I don't know whether all companies use it yet.

Drivers are supplied with everything they need by their driver managers. Used to be in the form of paper updates to insert in the rule book itself but now all done automatically on the app.

Depends on your company ;) We are still fully paper based!

We went from being issued the red book and each module; which needed to be signed for. To, stuck in your pigeon hole, then simply left for collection, issued on request, to non existent. Digitally its been quite a mix. Anything from links to the RSSB website, emailed updated modules, to now being all via the app.

Probably 10(ish) years ago Rulebook updates would be incorporated into our yearly training days if there was something considered significant.

At all times, its still been our responsibility to read it and ensure you were up to date.

We get the updated modules put in our pigeon holes and have to sign to say we've collected them and swap them into the ring binders we have. We still get briefed on any updates on regular safety brief days, but as you say it's our responsibility to read and understand the changes. We also get a quarterly safety magazine-style publication which is actually pretty good and covers learning points from incidents and any changes that affect us.

This is staff employed directly by a TOC that at present don't have access to the online rule book so are relent on the printed modules in a ring-binder.

I know once you've signed the sheet to acknowledge you've received and understood the changes its your responsibility, but it's the issuing of the updated modules I'm more concerned with.

Someone at the employing TOC will have responsibility for issuing them; I would ordinarily expect it to be the line manager though some TOCs will have team organisers etc to deal with that kind of thing, some staff have line managers and separate competence managers, so it might in that case be the latter.

Most TOCs have their safety management system procedures available on an intranet, the full processes with who is responsible should be detailed in there, or just ask your line manager or another friendly manager at your place.

If you have a login for the RSSB, search for 'train driver manual' there will be a PDF document that contains every relevant rule book for train drivers. There's a handy hyperlink on the first page so you can skip to the relevant module you require
