Depends on your companyDrivers are supplied with everything they need by their driver managers. Used to be in the form of paper updates to insert in the rule book itself but now all done automatically on the app.

We get the updated modules put in our pigeon holes and have to sign to say we've collected them and swap them into the ring binders we have. We still get briefed on any updates on regular safety brief days, but as you say it's our responsibility to read and understand the changes. We also get a quarterly safety magazine-style publication which is actually pretty good and covers learning points from incidents and any changes that affect us.We went from being issued the red book and each module; which needed to be signed for. To, stuck in your pigeon hole, then simply left for collection, issued on request, to non existent. Digitally its been quite a mix. Anything from links to the RSSB website, emailed updated modules, to now being all via the app.
Probably 10(ish) years ago Rulebook updates would be incorporated into our yearly training days if there was something considered significant.
At all times, its still been our responsibility to read it and ensure you were up to date.

The rule book app is certainly preferable by all accounts, though I don't know whether all companies use it yet.
