Recall that RMT negotiate for some drivers not just other grades. I don't think they're referring to ASLEF there.

More generally though the delay is frustrating but I'm still positive. I think the tone would be very different if the RMT negotiators were worried.

RMT negotiate for drivers grades on London Underground possibly. As regards the TOC’s it’s only ASLEF.

Yeah think that the poster is completely wrong there for the reason you state.

0% chance this drags on to the budget. Would be political suicide to renege on any deals. £22bn - while a large chunk of cash, isn't £222bn and its clear that the gap will be plugged by other tax rises on well off people and businesses

If so, based on what Mr Lynch has previously said, an offer of 4.5% for 2024, with no strings, should warrant an immediate acceptance.

The staff I’ve been talking to don’t appear to be on any mood to take strike action. Is this what others are sensing ?

Interesting choice of words was "the other rail unions are all in the same position"

they are - government sign off outstanding. There are several important items awaiting the final signature ( not just the railway negations) and i suspect politics and positioning will decide when they are released

Agreed - that doesn't read like an unhappy press release. Suspect a deal has been agreed in principle.

An offer of 4.5% no strings probably woudn't be accepted immediately , I believe it is union policy in the RMT and maybe ASLEF that any below inflation pay rise has to go out to a referendum.

I agree it does not seem as if there is any apetite for strike action , although if people are messed around even more then they may well change their mind on that one .

Text message from ASLEF just received (I assume by all members nationally):

National dispute: Your referendum voting pack has been dispatched. Your ASLEF negotiating team and Executive Committee recommend that you vote YES to accept the offer. Ballots must be returned by 18th September.

So things are definitely moving forward on the ASLEF side.

RATES OF PAY & CONDITIONS OF SERVICE 2024 - NETWORK RAIL



I realise that many of you are disappointed and frustrated at the lack of progress on pay with Network Rail.



Despite our frequent contact with Network Rail regarding the proposals due to us, they have not received the approvals that they need to make proposals formally in writing.



Rest assured, your Union is consistently pressing management and urging Network Rail to provide a set of pay proposals that can be presented to your National Executive Committee. I have been assured that these proposals will be an improvement on the previous offer that was rejected.



We and the other rail unions negotiating for staff in Network Rail and in the Train Operating Companies are all in the same position and still need to receive the required mandates to move forward.



I will let you know as soon as progress is made. Please keep in mind that communication relating to this matter will first come from the official RMT text and email account, not via social media platforms.

Paid for what? Just a case of payroll putting different numbers into the computer, surely?

Happy to wait, but it does grate that RMT say all the unions are in the same boat but yet ASLEF drivers have today received paper ballots.

Either ASLEF have sent them out prior to TOCs receiving their mandates, or they have it on writing now and RMT are still waiting.

What I think he’s referring to is that for example, they offer a 4.5% pay offer to staff it may not be 100% fully funded by govt. some of this may have to come from the TOCs existing budget. Pure speculation though.

None of the RMT members down my way have had the 4% for 23/24 only the 5% for 22/23. So RMT will definitely be looking for a 24/25 settlement but suspect it has proven tricky to go back on a previous agreement and seek a better deal. Might be what is holding an RMT offer up.

Not a single chance that 4% will be acceptable. Impossible.

4% was part of a previous offer that was rejected, without being put to members. The accepted offer was no strings. The only commitment was for RMT to take part in a 'discussion, negotiation and consultation process' between January 2024 and April 2024. I'm not sure if this ever happened or what the outcome was.
