Riviera sleeper question

I tried yesterday to book a two sleeper berths for the down Riviera on 20/9. Checking online gave some strange results:
  • From Reading, solo occupancy was offered (2 adults with 2GETH) but not twin;
  • From London, both solo and twin were offered, but if selected the booking would stall at the next step claiming no availability;
  • From London only, a £169 Twin Advance was offered. Selecting it showed "last 2 at this price" but again failed when trying to proceed.
At Reading I tried again. After a bit of faffing about the ticket clerk said that there was only one berth left (showing as solo on his terminal). Fair enough, should've booked earlier as it's obviously going to be busy on a summer Friday.

But it made me curious as to why only a Solo berth is offered - I thought the berths were made up according to the numbers sold? Seems silly that I can't book a cabin for two but someone travelling alone could book exactly the same cabin! Also was I just unlucky with the timing or is the online system usually so hopeless?

FGW did have the berths in fixed configuration when Volo TV was in place - the TV prevented the upper bunk being lowered. Whether this is still the case now Volo has been removed I'm not sure - it may equally be a hang over from the previous arrangements.

Volo is still installed on the sleepers.
