When a refund was paid out upon the old red forms ID used to be required as cash was being given out, the refund without it could have been given to anyone.

But if the original ticket didn't require ID to buy it, then this makes no sense... what are you checking the ID against?

So you can build a record of the person claiming the refund. What’s stopping someone finding tickets not marked paid for by cash finding a train cancelled and putting them in for refunds using an alias? As an example.

What do you mean find tickets? Yes, there is a possible scam if someone finds many binned tickets for a cancelled service that were bought in cash. No, it won’t be fixed because of the oversized affect on legitimate customers. Using an alias to obtain money that isn’t yours is already a crime.

It is a crime but will the BTP follow up? It’s a problem but I sincerely doubt toc’s will admit it to the public for obvious reasons, it used to be the case when a refund was taken in and checked then signed ID was required to give out said cash refund on ticket. Building a data base of people putting in for refunds and then using their ID to mirror who is collecting the cash seems a pretty easy way of detering and stopping potential fraud.
