Before the 1923 Grouping the Great Western Railway had only taken over one narrow-gauge, i.e. less than 4’ 8 1/2”, railway. Which company?
(For clarity: I am not including the small Bristol & Exeter Railway operation at Burlescombe as a separate railway.)
