By George, he's got it... Menorca it is: as recounted earlier, metre-gauge line proposed and first steps re same taken, very early 20th century -- though the project was abortive. Line would have traversed island end-to-end, from Ciutadella at its western extremity, to eastern ditto at Mao. As mentioned, in the 1930s at least one British railway-enthusiast publication, writing of this location, "took the will for the deed".

I know who, what or where Marshall Meadows is: the location just south of where the East Coast Main Line crosses the border, possibly the last signal box in England. But I can’t think of any significance other than there used to be some odd industrial lines under the main line, or something similar.

Yes, it's the border between England and Scotland on the East Coast Mainline

No; you may be thinking of a handful of Hat]rland & Wolff products that went to the Belfast & County Down and LMS (NCC).

As a clue: if I was to say that this loco was the only one built by this manufacturer for these islands, I would be half right.

This one is clearly a bit of a poser, so an extra bit of a clue:

The reference to being half right in #14,572 is that the only other new locos constructed by this builder and used in this country were rescue locos for Eurotunnel, so they were equally built for France.
