That was ultimate aim, but they planned to link to another companies line to get there, so you are thinking along the right lines (or should that be tracks not lines), so I would accept either where junction was planned or which company

Given their location (and the obvious desire to avoid the immediate neighbour of the GWR) I'd guess the Midland, sneaking westwards via Caerphilly. But I've no idea where they'd aim to park a line over the border, other a vague awareness of the Midland route from Bristol to Birmingham.

Time for another clue. It would have headed Eastwards having crossed a very long bridge where the M48 bridge now is, and the proposals were withdrawn when the GWR decided to build its Filton-Swindon line

At a pretty wild guess, then -- reaching from the west, a point somewhere between Portskewett and Chepstow (whether over GWR metals, or by a new line from somewhere on the Barry system, to that point); long bridge built to approximately Aust; then new line generally south-eastward from there, to join GWR London -- Bristol line at or near Chippenham?

ETA: or Aust -- Malmesbury, joining the GWR system there? Before the days of the "Badminton cut-off", the Malmesbury branch's main-line junction was with the London -- Bristol line at Dauntsey.
