The three languages are English , Sinhalese and Tamil , not necessarily in that order. English is widely used in India, particularly on the Railways. Tamil is widespread in Southern India.

Most of the trains that we used in Sri Lanka had these 'For Clergy' seats, usually occupied by Buddhist monks.

Ah, I understand your confusion ... it's probably my attempt at being clever, for which I'm sorry. A better description would be that people who live there are divided as to whether they're in either country, with many of them referring to themselves as being from the place rather than either country. This being the case, I'd like to know the name of the place for which the award was given, please.

With regard to your other two offerings, neither are correct, but they're not very far away.

Yes, it was the station, so I'll accept that. It was specifically the refurbishment of the railings, but was in fact the final part of a larger programme covering the station as a whole. The recipients of the award were LNER and Network Rail, but as you've worked so hard, you can have that as a bonus!
Sadly, though, Nene Valley Railway weren't winners.

Some more clues:
The East of England site was a Greater Anglia Railways station;
The other North of England winner was a Network Railways / Northern station;
The one in Wales was for a building on a narrow gauge heritage railway.
