No it's not. All the locos owned by Leicester were tank engines. Most of the other engines at Leicester during the 70s were part of the national collection.
As a clue, someone seems to want to brush this one under the carpet and welshed the deal. Also, if anyone reads railway magazine, as far as I know, it hasn't been repainted in Brunswick green.

As no one has got the answer, it is the Brush built sadle tank built for the powlesland and mason railway. All three locos were moved to snibston discovery park in the 1990s.
