Thank you for all your replies.I have tried a number of stations including Charing Cross in my quest without success.
I remember when the railway was a publicly owned and operated organisation and questions about access being refused for photography or number taking would have been laughable.
What a sad world we live in, peopled by under educated and ill informed employees who work for organisations that have forgotten about their customers due to their desire to satisfy their own corporate greed.

I cannot quite see the correlation between being allowed to take photographs and Corporate greed ?

I also take offence as will many Railway staff on here to being classed as under-educated and ill informed. Pray do tell me what your own educational qualifications are so that I may judge which of us is "under-educated and ill informed".

That said your whole thrust of argument would appear to suit someone fresh from University :D. See others can be offensive with generalisations as well :D:D

As has been pointed out before, Railway property is not public property but private property onto which the public are allowed access, something completely different.

In respect of prohibiting access the current Byelaws are no different from those under BR and before that under the various private Railway Companies.

The subject as someone else has said has already been done to death, as a little searching on here will testify to. Simply YOU have NO right of access, full stop

The Transport Act 2000 Schedule 20 clause 6 deals with Railway Byelaws, viz,

It would seem that the SRA was, at the time of enactment, 'the Authority' referred to, so it is tempting to assume that the ORR may have aquired those responsibilities. I call it an assumption for that is all it is - I had a look at the ORR's website before posting but failed in searching there for a reference to any statutory obligations to hold, maintain nor offer for publication a copy of Railway Byelaws.

To 55003, the OP, I will repeat my advice to contact ATOC to obtain the document you require, but thanks to Old Timer's post, and encouraged by merlodlliw, I would also suggest asking the ORR. As for having asked at Charing Cross station, I can only reply that I think you maybe had not fully understood the advice already given to you, that if it was in the CC station in London, then you would have had the sense to ask a Manager in the Station Management Office (and not retail staff at a ticket counter or platform staff on the concourse) in which case I'd be interested to hear their reply, and that if it was in the CC station in Glasgow then you had the similar and appropriately low expectations of the resources available to the staff on duty there (and that you didn't mean to criticise them, any more than ticket staff or platform staff in London's CC station).

It might help if you could explain (as already asked) why you want a printed copy of the Byelaws and will not accept a copy from the internet or any other electronic device - it can be hard to grasp the distinction you are attempting to make while all current legal orders are disseminated thanks to extensive electronic networks.
Can you please clarify which elements of your question remain unanswered?
I'd also suggest re-reading the comments on public photography on Railway property a little more carefully. I can't see, from what you have posted, that what you are looking for is not already covered quite adequately.

Schedule 9 of the Railways Act 2005 is where references to Railway Byelaws can be found. There is only a requirement for them to be available for inspection at Principal Offices. These are not booking offices or stations.

If the appropriate national authority has confirmed bye-laws—

(a) copies of the bye-laws must be printed;

(b) at least one copy must be kept at the principal offices of the railway operator who made them;

(c) the railway operator must send one copy to the appropriate national authority; and

(d) the railway operator must supply one copy (free of charge) to every person who applies for a copy or for more than one copy.

The ORR office in Wrexham have a copy to view, this office is attached the local HSE building who also have copies. So your local HSE may help or the environmental health dept of your local council, who also act on behalf of HSE

Hope this helps.

Also you should be able to get a copy via HSE publications,http://www.hse.gov.uk/pubns/ they send me all Govt Regs & codes of practice, but if not in stock,they will know
where to send you. Remember all Statutory instruments have a library number.

Interesting! That's probably going to be a big excuse for not providing extra carriages in the future!

For the record, being under educated does not necessarily mean one cannot do their job to a given standard just as being highly or over educated doesn't necessarily mean you can do the job any better.

What? :lol:

If you didn't remove half the quote it isn't quite so amusing:

"No person shall write, draw, paint or fix anything on the railway."

So if they aiming that at vandals, graffiti 'artists' and flyposters it seems pretty reasonable...

I only removed it as it wasn't part of the funny quote -- it still says that no person shall fix anything on the railway, I just removed the irrelevant extra things a person shall not do!

Even with the whole quote I still read it as fix = mending... (I would use affix if it were me writing them!)

You what? How dare you decide that railway employees are under-educated and ill-informed! Do you know all the employees on the network? Or even at your local station?
As for forgetting about their customer, 99% of the customers of a TOC and a station operator are, as far as they are concerned, the ones catching a train.Their procedures etc. are geared up for the majority, not the minority who wish to hang about station taking photos and noting numbers.
And even in the bye-laws there is no statement or clause specifying behaviour regarding photography. In fact, the words 'photograph', 'photography' or 'photographer' do not even appear in the bye-laws.
