The vast majority of weekend travellers, both in first and standard class, are on advance tix. Many of these people have paid a very low price for their journey, including many of those in first class. In addition, services can become very busy, again in both classes of accomodation. That isn't a good background against which to offer a premium dining service; the space is better used go accomodate passengers and is hardly the relaxed environment one would expect for such a dining experience, and most of the passengers are unlikely to want to spend significant sums on a 'posh' meal.
The current arrangement works pretty well.
The alternative possibility (and one that I have followed) is that if you've got a bargain fare then there is more in the budget available to spend on posh food!
If the services are crowded then there is in fact a potentially bigger market for food of all sorts. There is likely to be greater revenue from food than a weekend first!
