the railway is in a major breach of it's responsibilities and should be heavilly fined and potentially have it's officers serve jail time, just as if someone systematically breaches the T&C for financial profit they also face heavy fines and jail time?

How would you determine what the original ticket was given just the excess coupon, from which the only information one can be sure of regarding the original ticket is the ticket number, in most cases?

The ORCATS revenue from the original ticket cannot possibly be redistributed if you think about it a bit more, because no systematic method can be devised due to insufficient information.

I note you snip all the conditions around the statement. You seem to think it's fine for one party to ignore a contract? That's fine, it may even be accurate under the law, but it's not justice.

I've never refused anyone a zero excess in 12 years selling tickets. There are actually situations regularly where I'll say "have you any other tickets" and add a zero (or chargeable) excess where it is correct.
