surely that depends if HST power cars are Locomotives or DMU cars ?

I would say that it is. It's currently pulling ex loco hauled stock around on preserved lines. Plus it has a cab at both ends! :)
When a pair of back to back power cars rescue the sleepers they acted like locos.

What do others think?

The RPSI have a number of unqiue locos:

DSER K2 Class No. 461
NCC WT Class No. 4
GNR V Class No. 85 'Merlin'
GNR No. 171

Then at Cultra there's 800 Maeve and probably a lot more

The West Clare have the last Mark 3 Control Car (although not a locomotive it does have an engine!)

Almost every UK ("main line") steam loco. preserved before 1965 is a sole survivor. Multiple survivors mostly only occurred because of "Barry", and Woodhams choosing not to scrap locos as soon as they bought them, but largely scrapping wagons first. The "Barry" effect also explains why the GWR, plus SR Bulleid Pacifics have so many survivors. Locos once preserved at Butlin's Holiday camps also let a few locos survive. Very few LNER designs went to Barry, which helps to explain why there are so few preserved LNER locos.

Currently NO baby Deltics survive, though one is being recreated using 37372, the bogies from a 20, and an acetylene torch! Would that then count?
