Might be Serbia/Bosnia/Croatia area, as the picture with the same filename appears on a forum with a .rs domain, at http://www.zeleznice.in.rs/forum/viewtopic.php?f=33&t=21&p=8137
and the caption is recognised by google translate as those languages

Whether that's the original source or not, I can't tell, but the carriage looks vaguely "Eastern Bloc" or even Chinese.

I have seen photos of US Railway flat cars used as bridges.
I think it was done as a cheap quick way of restoring traffic after a big earthquake in California.
Get traffic moving again then worry about replacing the bridge later when more time available.
