and the caption is recognised by google translate as those languages

Whether that's the original source or not, I can't tell, but the carriage looks vaguely "Eastern Bloc" or even Chinese.

I have seen photos of US Railway flat cars used as bridges.
I think it was done as a cheap quick way of restoring traffic after a big earthquake in California.
Get traffic moving again then worry about replacing the bridge later when more time available.
