Difficult to say really, could have been either. I'd have thought the unit would have had the brakes isolated if there was no DC power from the loco to the TMS/BCU. If DC power is available then the loco supplies lower air pressure for friction braking (2.8 bar IIRC), maybe there was an issue here?That's if it happens, wonder if ROG will have to change the loco or is it the units causing the problem.

331s have a loco rescue mode and a valve to allow the brakes to work off the loco air supply.
Anyone who has been past Allerton in recent months will not have failed to have seen scores of 319s, 323s and quite a few 331s parked. Not all would have been on maintenance, so this loss of 36 carriages (as alluded to above) should not be drastically felt. Maybe on the Blackpool-Manchester corridor where what was regular 6-car workings will now be some 3 or 4 cars.It's a swap of all 12 x 4 car 331s moving from East to West, and 9 x 3 car 331s moving West to East. So the West gains 21 carriages, but loses 60 carriages (15 x 4 car Class 319s), so a 39 net loss...although the 331 carriages are longer at ~23m compared to 20m 319s.
EDIT: also the single Class 323 from WMT, so a net loss of 36 carriages in the West
