I thought 153s would be banned from 2020

Seems TFW are making some compliant by fitting a new toilet amongst other things

A few leave to Scotrail to become storage facilities for bikes and heavy luggage

What about the rest ? It's now fine if they are coupled to a modified unit? Would their toilets have to be locked out of use?

Assuming northerns are going as they are all in old livery. Assuming both west midlands and east midlands operators will stop using them soon

Greater Anglia and GWR no longer use them
Out of TfW's now-18 153s, it's planned that 13 of them (the 8 ex-ATW ones and the 5 ex-GWR ones) will stay until they're replaced by some of the brand new trains around 2022-23 and will therefore all end up PRM modified, and the 5 ex-GA ones won't be PRM modified with TfW as into 2020 they'll continue along with the Pacers until the 769s and 230s enter service. That's how I understand it anyway. It'll soon be clear whether the dispensation / derogation / whatever it's called has been granted...

No fewer than 10 operating companies have been granted permission to breach the accessibility standards that were due to come into force on 1 January.

n a letter seen by The Independent, Chris Heaton-Harris, the rail minister, said he had “reluctantly agreed” to loosen the deadline, but blamed the rail companies.

The new plan is for the carriages to be replaced between April and next December – a full year’s delay – although it is unclear how achievable those new deadlines will be.
Does this mean anything regarding the PRM requirements?

Apparently 180 Pacers are going to continue in service (getting on for 80 more than are actually in service!)

and just the other day someone was joking in response to that picture of 142005's underframe at Booths' that it didn't necessarily mean it wouldn't be in service again ;)

Until recently, I'd assumed the 'less compliant' current EMR HSTs would be replaced with the 'more compliant' ex-LNER HSTs by the end of this year, but I'm thinking there's nowhere near enough time now. Does anyone know how this change is progressing and when they are likely to start being swapped?

They are gradually swapping them. Should be easier now LNER dont run HSTs anymore

No that is not the case; the deadline (legally enshrined in law) still applies, but short term dispensations have been issued for the 1100 vehicles that won’t meet it. And whilst much is being made of the short term retention of Pacers far the greatest number 600+ Vehicles (over 50%) are with Greater Anglia, (mkIIIs, 317s and 321s).

I wish that badly written, misleading article was never published.

Does anyone know what is happening with the Chiltern slam door set?
Didnt even realise they still ran slam door trains, i thought they were already accessible or having the changes implemented as we speak?

Aren't the Class 466's being modified at Doncaster or Ilford Works (can't remember which one it was) for PRM compliance anyway?

Chiltern still (afaik) runs a peak crowd buster slam door set in BR Blue on a very limited diagram. There was talk that they would be getting a little more MU stock to compensate its absence.

At Ilford they were done earlier this year, but only enough to permit operations with 465s (except on the Bromley North branch), so there is no accessible toilet or seating area. A combination of space uptake in the units and the numerous short term extensions of the SE franchise have made investment in full compliance undesirable.

What’s going to happen to the non PRM modified 323s do Northern have enough stock to cover them until enough of the fleet is done or will the unmodified ones get derogations until they get refurbed

Northern or TfW would be much better examples.
TfW yes, northern less so. Arriva have had the franchise since 2016 and whilst they had a lot of stock to convert and were reliant on new stock being delivered, they could conceivably have been compliant with the deadline.

ATW and EMT had fleets that they knew would be an issue but franchises that ended before the PRM deadline (is not their problem) and whilst some fleets were modified beforehand at government/Rosco request, others weren't, despite (as I understand it) raising the matter to the DfT and essentially asking them what they wanted them to do about it (and were told to do nothing!) effectively dooming the new incumbent operators to be in breach as of tomorrow

Updated document regarding the set on the gov.uk website here:

https://www.gov.uk/government/publications/chiltern-railways-accessibility-compliance-dispensation

Seems to talk of alternative rolling stock in Q2 2020 in the Compliance Report. Be interesting what such alternative stock will be as struggling to think of any suitable available DMU stock being free.

Do GWR have dispensation for their classic 2+4 HST sets? I believe there is only one diagram left.
