I fail to see how parking in a disabled bay makes someone a 'bully' (which is defined by dictionary.com as someone habitually cruel or overbearing). An error perhaps, and a bad thing to make excuses to attempt to cover up, but a bully? Nope.
As for the man himself, I love Farage, I do expect some of his media appearances may be over done, but for years and throughout his career in the City he was a very eccentric, stereotypical Englishman, so I don't think this whole beer and fags is being put on specifically for the cameras.
I do wonder though just how much that complete and utter moron Cameron is regretting that 'fruitcakes and closet racists' comment - in fact he went as far as to repeal it this afternoon. Oh how much I despise that man.

And I'm sure if you delved deep enough into the lives of Tory, Labour, Lib Dem, Green etc candidates you'd find plenty of dirty laundry too. UKIP ban (and are the only mainstream party to do so) ex-NF, BNP etc members from even joining at all, and ask candidates when entering if they have a clean and reputable and respectable past. If they say so, their word is taken for it as they are trusted to be responsible enough to say if they don't. Unfortunately that isn't always enough, and that makes things like this arise. But like I say, they'll be plenty of unvetted Labour, Conservative etc candidates too. As for the man in hand in your link, I'm sure you view it as ridiculous, others may view it favourably. That's the nature of politics. I'd say the same thing about 99% of Green Party ideologies from their candidates, however others wholeheartedly agree. C'est la vie!
