Not unless the rules about passengers occupying the front third of the train above 110mph are relaxed.
There are no longer such rules. (You meant 'leading vehicle', rather than train above!)
They were amended out of the group standards some time ago. The requirements are phrased in terms of crashworthiness in the latest standards.
The rules applied to Pendolino and Voyager at the time did not apply to 395s for instance.
