It'd need to go hand in hand with new stock too, surely. If there wasn't this culture of closing off class builds FOREVER, it might be beneficial to have third rail out to Exeter, allowing "new" 444s to run it, you could even have Waterloo - Bristol Temple Meads extension. This would give Stagecoach (EMT) the 159s.

EDIT: ofcourse, I am forgetting, these could be dual voltage, so maybe a consideration for if & when GWML & it's connecting lines get wired.
