It'd need to go hand in hand with new stock too, surely. If there wasn't this culture of closing off class builds FOREVER, it might be beneficial to have third rail out to Exeter, allowing "new" 444s to run it, you could even have Waterloo - Bristol Temple Meads extension. This would give Stagecoach (EMT) the 159s.

But it would never happen :|

EDIT: ofcourse, I am forgetting, these could be dual voltage, so maybe a consideration for if & when GWML & it's connecting lines get wired.

Well I don't know about the Southern, apart from what I read, but I do know the Mersey rail area reasonably well. There are at least three extensions that should be done, in the order of what I consider is likely. Plus one which could be considered in the long term

1. Ormskirk to Burscough Bridge, via the southern Burscough loop.

2. Kirkby to Wigan Wallgate. There is a revearsing option that is easy to impliment by using the Liverpool facing centre basy platform at Wallgate.

3. Bidston to Wrexham Central. This is proberbly the hardest to be done, mainly due to the cost of doing it all in one go, but if an initial extension from Bidston to Shotton High Level, then on to Wrexham Central.

4. Hunts Cross, via Gatacre through to Walton, with a new conection to the Ormaskirk line, this would give a Liverpool circle line.

I await comments.
