Destroyed on the main road through Canary Wharf at midnight when empty. Presumably an Arriva one from Walworth garage, which had apparently been doing Sunday rail replacement work in East London.

Why are such flammable materials still used in bus construction? Sure, you can't escape the presence of diesel, but should not all the seating material, flooring and plastic panelling now be flame retardant?

said materials will probably meet a specific flame retardant standard based not on stopping the fire completely but ensuring a certain escape time from the vehicle. Making them truly fireproof would damage other physical properties- unless you want to have an interior with no upholstery, made entirely of uncoated metal. And ceramic.

with the reports of "multiple explosions" the question has to be asked whether the vehicle was a hybrid... despite what you see in the movies fuel rarely explodes in a fire... whereas batteries do

There are lots of pressurised items in a vehicle - for example suspension struts and of course the tyres - which when heated can go bang. As to cause, either some form of electrical fault or a leak in the pressurised fuel system are the most likely; the latter in particular would cause a considerable fire source that would rapidly set fire to the rest of the bus.
The control of flammability of seating materials and interior surfaces is, as jopsuk says, mainly to give sufficient escape time, but primarily from a fire starting within the passenger compartment rather than outside it.
