I suspect the signal available will be as good if not better than cities. Starlink very difficult to get working in cities with more buildings and a lot of 4G/5G congestion. Waymo works fine in SF with no real issues in the past year+ it's been commercially operating. Don't think you need a solid signal either - you're assuming the remote operator needs to always have live video. In reality you could just issue a command for the car to reverse safely 200m or whatever.
Much much harder to do AV in cities with all the potential human/bikes interfacing with the cars which is far more catastrophic if something goes wrong.
Worst case someone gets sent in a van to rescue the car. It's not the end of the world in the very rare event these happen to do this. In fact it will look very odd in the future we _couldnt_ remotely take over cars if the human in charge makes mistakes.
