I wouldn't go so far as to say "unsafe" but clearly unsatisfactory.
As rubbish as low cost airlines used to be, really. Though a bit better in that the end of the scrum is a train seat, not just another cattle pen.
And literally every terminus outside London, like Nottingham, Bristol, Norwich etc.
Except, curiously, some Scottish termini and Liverpool Lime St (though that has a much more satisfactory arrangement involving queueing at the actual platform).
