An unacceptable rate of roadside prohibitions has led to the international licence held by Accrington-based Rigby’s Executive Coaches being cut from 22 vehicles to 13 and downgraded to a national licence.

The company, of Moorfield Industrial Estate, Altham, Accrington, had been called before Traffic Commissioner (TC) Simon Evans, who said that some of the issues were the same as those at a previous Public Inquiry in 2014.

He considered that there was a lack of care and concern by the drivers

Vehicle Examiner Robert Dalton said that a maintenance investigation was carried out in September. The company had all the necessary systems in place. The biggest issue was the roadside prohibitions being imposed.*

He considered that there was a lack of care and concern by the drivers. Driver training had been undertaken and the drivers were being given clear instructions.*He expressed concern about the standard of the inspections, saying that after 2014 the company put maintenance out to a third party. That was found not to be satisfactory and maintenance had been brought back in-house.*The two fitters had both attended DVSA courses. It was an ageing mixed fleet that required intensive maintenance.**

In January he inspected a coach that had been involved in an accident while carrying children. He issued an ‘S’ marked immediate prohibition because of six defects, four relating to brakes.*As a result he visited the company again two days later.*There were no issues with the paperwork.

He felt it was taking steps in the right direction, including the employment of a transport consultant and implementing enhanced driver audits, but it was still collecting prohibitions at the roadside.*There had been a further prohibition in March, another two on 30 June and one the previous day.

Transport Consultant Michael Prescott said that he had been engaged in October to carry out audit inspections and training. He felt the company needed to rigorously pursue quality control with the drivers. There was a need to weed out the drivers who were repeat offenders.

Director and Transport Manager Bryan Williamson said that the driver who had been involved in two of the prohibitions had been encouraged to leave.*The supervisor was now monitoring driver walk-round checks and one of the main culprits had now gone.*He personally had gone on a two-day CPC refresher course. They were working hard to get things right.*****

The TC commented that things appeared to be getting worse.*In the last five years there had been 104 encounters resulting in 36 prohibitions, and over the last two years there had been 26 encounters with 13 prohibitions.*

Mr Williamson said that the intention was to replace the larger vehicles with mini coaches as it was the larger coaches that were attracting the prohibitions.*In January they had replaced three 1996 vehicles with three 2002 vehicles.

Cutting the licence, the TC said that the company continued to receive prohibitions at an unacceptable rate.*It had admitted that some drivers were still not doing as they should.*The shortcomings mirrored those in December 2014 when the licence was cut for a short period.

Todmorden westbound platform can take 8 coaches and there is a stop board to prove it. Probably measured for Class 230's.

The London NW Sectional Appendix (p15A) records the platform lengths at Todmorden as 102m/102m.

I'm not sure why there should be an 8 coach stop sign at Todmorden. As I posted earlier, 6*17m class 110s were commonplace 40 years ago when the service was only 1 tph. I managed to travel on an 8*15m pacer convoy on the last train from Leeds a few years ago, but only 2 of the 4 units were unlocked for passengers.

I wonder if the cost of 3 weekends disruption is more than any possible savings associated with moving the signallers to York.

FWIW the 8 coach stop marker seemed to appear when the Burnley curve was reinstated which is even dafter as the tail of the train will be foul of the crossover. At least it would be relatively easy to extend the platforms.

Bizarre - You tube video clearly showing an 8 car stop board. but 105m is not enough for 8 of anything? I will make enquiries!

Dunno, GC certainly use SDO at Mirfield and Kirkgate (Brighouse too?), but have no idea who operates it. I did catch the Leeds 180 once, but don't remember what happened at Bramley.

The 180's only just fit at Brighouse, in which case the SDO isn't used apart from platform 1 at Mirfield and on both platforms at Pontefract Monkhill due to a short platform.

I did enquire about the Huddersfield works and it seems that there will be a bit more work in October.

If you read all the quoted information in the post by snowball dated 26th July 2017 post no. 26.
Its quoted by Network Rail man that the next stoppage work is for 28 & 29th October 2017 and again 20 & 21st January 2018 for further work to be carried out and I guess that,s when the transfer to York will be carried out on one of the two weekend stoppages.

I see that Huddersfield is closed due to engineering works again this weekend. Presumably this is for the same resignalling work ?

Does anyone know how many more weekends this will continue for ?

I'm presuming the same contingencies as last time will be in place.

This weekend should be the final closure for the re-signalling work. This weekend is when Huddersfield and Healey Mills Signal Boxes close and get re-controlled to York ROC.

After this weekend, then, what is the status of the remaining Signalboxes on LNE?

Next Signal Boxes to close on LNE are over Easter. Saltmarshe, Greenoak, Gilberdyke Jn, Oxmardyke, Broomfleet, Cave Crossing, Brough East, Welston and Melton Lane close and Crabley Creek is downgraded to a gatebox on the Hull route. This area gets re-signalled and controlled by a new Brough Workstation in the York ROC.

This is then followed, I think, by Hebden Bridge, Milner Royd, Halifax and Bradford Mill Lane. They close sometime in October, the area getting re-signalled and controlled by a new Halifax Workstation in the York ROC.

I have a feeling Brigg signal box was due to shut sometime this year, I think it was due to be over Easter. I have not heard anything about it, so that could be being delayed.

Going by what I've been told, rail replacement services shall operate from stops S1 to S4 in St George's Square but unlike last time there's no timetable for it so it'll be the case of turn up and hope for the best.

I went via Sheffield last time and it was all a bit too crowded for my taste. I've changed my plans this weekend and won't bother with Manchester.

As far as I'm aware, the main building on P1 (the "stately home with trains in" as John Betjeman called it) is Grade 1 listed. The building(s?) on the island platform are Grade 2* listed, though I'm not sure if this includes the blue-brick building at the Manchester end which currently houses the signal box, or just the building that houses the toilets, waiting room and buffet.
Even if the signal box building isn't listed, AIUI it is used for other purposes besides the signal box, so those facilities would need to be relocated.

If that building was demolished, it would allow platform 8 to be extended providing that the curvature of a longer platform would meet current standards.

I personally would like to see a second west-facing bay platform built (obviously longer than the original P7) ready for the Manchester stoppers to be reintroduced once the wires eventually get strung up... but I'm not holding my breath on any of that!

My prime concern with any remodelling of the island platform is that the buffet remains in place.

That part of the station is definitely listed, so the building is unlikely to undergo any major changes. When First/Keolis won the original TPE franchise there were plans to replace the buffet: presumably with an identikit Pumpkin type outlet. However this thankfully didn't happen for whatever reason, which I think is why the present Pumpkin kiosk was installed at the top of the stairs where there was previously a newsagents kiosk.

With regard to the possible (re-)extension of platform 8, it's worth noting that the curvature issue wouldn't be grandfathered-in, as the stub end was removed during the last major rebuild. I do wonder if the resignalling will result in platforms being renumbered: 4 becoming 3, 5 & 6 becoming 4 & 5, and 8 becoming 6. If so, any additional bay where 7 was would present a new anomaly.

The current signal boxes buildings are to remain and the operating floor will become offices for S & T and mobile operations after the diagram and other equipment are removed so no change to the buildings.

Do you happen to know if the listing includes those buildings? Because if not, there's always the option of improvements if there's a case to be made.

As far as im aware its just the wooden waiting room (cafe and toilet) building and of course the main station building that is listed.

So sometime down the line the signal box building could be redeveloped or demolished.
