And it will happen; albeit many years from now. Still, it will actually happen, unlike NPR.
NPR was Sir Humphrey's response to the growing discontent in the North about HS2, along with Crossrail, being a symbol of what London needs and to the hell with everywhere else. It was designed to confuse, obfuscate, head off the then burgeoning campaign forming in Liverpool for HS2 inclusion and pit parts of the North against each other over what areas should be prioritized.
At best, we'll see electrification between Manchester & Leeds. I don't foresee much more than that.
