Is it true that there's extra budget? My reading of this report (and the Chancellor's budget statement) is that funding remains unchanged and Network Rail:
- will cut spending on maintenance.
- have burnt up contingency, so there is little scope for further cockups.
- will shift work into CP6, delivering less in CP5.
- sell off more assets than planned in CP5.
