It should have moved from Norwich on the 21st to Laira for refurbishment before it heads off to TPE.I thought it was already with TransPenine for testing with a class 68 loco?

Electric trains are required to operate the (partially) electrified GWML, and the Hitachi trains can improve journey times and increase capacity. The retention of the 14 cl.153 units till at least January 2018 now means LHCS is no longer required.
Not sure that this had a direct influence on the LHCS but the supposed decision to use the short HSTs on the route
