Wasn't the fleet for crossrail ordered based on the assumption of extending the 24tph to old oak common .also it is likely that they would extend cbtc to old oak common when it is built. The Elizabeth line is going to remain on segregated tracks until old oak common

ETCS as there is no need for precision stopping at OOC as there won't be platform edge doors. Across europe so far ETCS L2 has are already proven to be better than the conservative performance estimates of over a decade ago.

Yes, although the premise quoted was incorrect - the ETCS on the Heathrow branch does issue Movement Authorities. The lineside signals operate in tandem to ETCS, but are technically irrelevant to a train operating under ETCS.

I fully expect in the several years between now and Old Oak station opening; that ETCS will have been enabled on the GWML proper; and I suspect that that will be how they improve headway between Westbourne Park and Old Oak to allow 24tph to run - a hybrid overlay system like Thameslink is with both lineside signals and intermediate block sections only available to fitted trains.
