You are right, it shouldn't be difficult. Can I just reiterate the fact it is an external company that is responsible for applying the decals. If you do notice an error please report it to GWR so they can take it up with the appropriate contractor.
Even if the error is picked up on depot once the job is complete, the hours may not be there to rectify it, either contractors work hours may be up or the unit may be required back in service. We can't hold it back just to rectify an error, that would impact on the rest of the planned maintenance regime.
Personally I can't understand why it's not done at Wolverton prior to release.
Do you happen to have a list of all the decal errors you have observed and the units involved?
at least all 158s will be green unlike the 166s (eight are blue)
I have reported the aberrations to GWR and their FGW predecessors, but to no avail - I received the usual acknowledgements, and then nothing. Given the same lack of responses about Betchworth station, I have given up trying to deal with the shower that is GWR 'Customer Services', as it never produces anything useful.
185 is on the Carmarthen, so is long gone from Reading
002 is working the 2030 Bristol Padd - through Reading 2140ish

If it's what I think it is, then it's a 166 returning from Air Conditioning works at Long Marston. Certainly some attention has been paid to the units AC there.
Service now showing as cancelled. Must just be in the paths on an ad-hoc basis.

The 166s that emerged from Wolverton painted blue (because the new livery had yet to be adopted) after fitting of the accessible toilets will all get a coat of green paint eventually, but until the programme to update the 165s is completed, none of these 166s can be spared from traffic to visit a paintshop. I'd expect it will eventually happen when the 166s get new interiors at some point in the future.

150002 is booked to return to Reading on the 16/11/16:
5V50 19:08 Doncaster Works - Reading TCD (arr: 00:20)
165104 was due to return from Wolverton on Sat 12/11/16 but this has now slipped and looking like the 19/11.
AFAIK 165105 is still expected to take its place.
Has 002 arrived at Reading TCD yet? Hopefully it's path back was a little more reliable than 001s was.
158957 now back at Marsh from Barton Hill and awaiting test run
5V65 hasn't left Wolverton Works today either, does that mean 165104 is still being worked on? Why such a big delay?
Will 165105 still take it's place today?
