The government is to create a new state body, Great British Railways, which will set fares and timetables, manage ticketing and award contracts to private companies to operate trains. The move is being seen as a third way, in between full state ownership and privatisation.
Those who favour increased state involvement argue the railways are too important to the nation to be subject to market forces or exploited for profit. Others say governments have a poor record of running transport infrastructure and the private sector brings efficiency and investment.
